Pilot Course Autumn 2006:

Conflict resolution in Baltic Sea region according to coastal zone conflicts

1. Time table

Two obligated seminars:         Start:             Riga 2nd and 3rd of October – 2 days
                                                    Finished :     Stockholm 15th of December – 1 day.


2. Aim and content of the pilot course

To provide deeper knowledge and understanding of conflict resolution in coastal zone conflicts in Baltic Sea Region from a perspective of Sustainable Development. This will mainly be done trough studies and discussions of different methods, tools and experiences of conflict resolution around BSR.


Content of the course

a. Environmental Conflicts: Background and knowledge about environmental conflicts in general and especially according to Coastal Zone Conflicts.

b. Environmental Conflict Resolution (ECR): methods and tools.

c. Legislation and agreements important to the BSR and costal zone conflicts

d. Case studies from partners around Baltic Sea


Pedagogical idea and forms:

The course theme will be: “Coastal zone - conflict resolution” , how to choose the right alternative of a new harbour. The idea is to work trough the whole course with a constructed case of conflict. The case is the decision to construct and implement of a new oil harbour somewhere in Baltic Sea. The participators will together in different groups analyse 3-4 constructed alternatives, propose alternatives and methods.

Work and presentations will be one at the 2 seminars, as well as listen to lectures. A website will store lectures, text materials, and links. Between the seminars the groups will produce a small report which will be published on the website and the basic working material in the presentation at the second seminar. The pilot course will be in English.


Focus group

The focus group of this training course is participants of different coastal zone conflicts, which means a broad map of stakeholders with different experiences. It could be for example politicians, local and regional officers from municipalities or state organisations, managers/ officers from companies, NGO or people from university.

4. Participators in the pilot course this autumn:

a. Representatives of all of the partners in the COASTMAN project 2005- 2007.

b. In addition to these participators we also would like some of the interesting/important participators from the focus group to join the pilot course.
